How soon can you refinance a FHA loan? Details please?

I got a FHA home loan last December. How soon can I refinance? I am needing like 10,000 to do home improvements. Any ideas or is this even possible to do after so long? Let me know. And what fees come along with it? Do you have to wait a year or what? Do you have to have it appraised again?
